Mandatory Age Check (2024)

CADD has been conducting underage drinking surveys across the country since 2009 and every subsequent survey was pointing to the alarming rate at which alcohol consumption was rising among youth some of them as young as 13. This propelled us to file a PIL in 2024 in the Supreme Court seeking mandatory age check at alcohol points of sale.

Amendment to the MV Act

CADD Founder Prince Singhal has been instrumental in bringing together India’s biggest road safety reform. Working tirelessly for 4 years with Sh. Nitin Gadkari and mobilizing with Ministry of Road Transport and Highways for Motor Vehicle Act Bill with stronger legislation and higher penalties. The Bill was passed by the Parliament which led to increasing of fines for most traffic offences especially the fines for drunk driving offence by 5 times from Rs.2000 to Rs.10,000.

Liquor Bottle Label Law (2019)

In view of the rising crisis of Drunken driving in the country CADD had filed a PIL in hon. Delhi High Court on having statutory warning on don’t drink and drive on all liquor bottles to display the message: “Consumption of liquor is injurious to health. Be safe, don’t drink and drive.” to bring a tangible change allowing consumers to make informed choices and reiterating on the need to practice no drinking and driving policy . The PIL was accepted and made into a law in 2019

Raising Public Awareness

The CADD Movement has successfully educated approximately 70% of India’s population, including truck drivers and schoolchildren, on the serious consequences of drunk driving and underage drinking. Beyond raising public consciousness, the movement has transformed "Don’t Drink and Drive" into a community initiative, while also contributing to legislative reforms, policy changes, driver training, and enforcement strategies.

Strengthening Drunk Driving Laws

The passage of the Amended Motor Vehicle Act (MV Act) significantly increased penalties for drunk driving, raising fines from ₹2,000 to ₹15,000. Additionally, a new clause introduced imprisonment of up to seven years for causing harm while driving under the influence.

Enforcing Age Verification

CADD filed a PIL in the Supreme Court demanding mandatory age checks at alcohol points of sale. In response, the Court directed the Union government to establish a policy under the Excise Act to enforce strict age verification, preventing alcohol sales to underage consumers.

Liquor Shops Near Highways Banned

As a result of multiple initiatives led by Singhal, all alcohol shops within 100 meters of National and State highways were removed, reducing temptation and accessibility for drivers.

Higher Penalties for Public Drinking

Through extensive surveys on public drinking, Singhal presented findings to state governments, leading to stricter penalties. States like Maharashtra and Delhi implemented fines of up to ₹5,000 for consuming alcohol in public places.

Corporate Responsibility in Road Safety

Alcohol companies and corporations in India have incorporated responsible drinking and anti-drunk-driving campaigns into their CSR initiatives, a practice that was previously absent. Additionally, several PSUs and private enterprises have made road safety a key component of their corporate social responsibility efforts.

Enhanced Law Enforcement

In 2007, Singhal collaborated with police departments across Maharashtra, Karnataka, and Delhi to conduct targeted enforcement drives against drunk drivers. As a result, the number of annual drunk driving challans surged from 1,500 to approximately 20,000 by year-end.

Research on Alcohol Consumption

To support legislative amendments and policy reforms, Singhal has led over 10 comprehensive studies and surveys on critical issues, including underage drinking, drunk driving, public drinking, alcohol consumption trends among women and youth, and age verification at points of sale.

Accident Cause Recognition

In 2013, following Singhal’s appeal, the Ministry of Road Transport & Highways (MoRTH), Government of India, officially acknowledged drunk driving as the leading cause of road accidents. This recognition marked a significant milestone in addressing road safety at a national level.
